It is odd
They make a pilgrimage to show their devotion to their God and he allows them to be killed in a horrible way.

I don't think it helps that they believe that if you die on Hajj, you die with your sins wiped out.
Including the sin of forcefully throwing huge bricks (instead of gently tossing symbolic pebbles) at the "Devil" in an overcrowded space.
